INCLUSION/Exclusion CRITERIA

I.       Federal Mandate

The Individuals with Disabilities Education Act 1997 Revised mandates that each state have a Central Directory of Resources (CDR).  The mandate specifies  that we must include:

1). Public and private early intervention services, resources, and experts available in NC

2) Research and demonstration projects being conducted in NC

3) Professional and other groups that provide assistance to eligible children and their families

II.    Geographic Parameters

A.   The county is the smallest service area for which we list

1.                 exceptions:  entities that do not organize by county, such as local education agencies

B.   Regional agencies providing direct services or coordinating local services

C.   Statewide agencies providing direct services or coordinating local services

D.   National organizations that are disability-specific or otherwise directly pertain to children with special needs and their families

C.   Organizations such as churches, social clubs and community-based groups that offer a service to the community at large, not just their own members (services pertinent to families of children with special needs).

D.   Professional organizations the do not provide a public service or direct services but may be a resource for professionals

E.   University affiliated programs providing sliding scale services through graduate departments.

F.    Services for adults

V.     Discussion Issues

A.   In non-P2P counties:

1.                 Physician referrals (developmental pediatricians and other specialists who work with kids with disabilities)

2.                 Counseling referrals (psychologists and others who can evaluate children with mental health problems)

3.                 Agencies, including private providers that do educational testing

B.   Agencies, organizations and providers for which there is a reliable and consistently updated listing on the web (define reliable; obtain contact info for referrals if website is down

EXCLUSION CRITERIA:

I.       Agencies which deny services on the basis of color, race, religion, sexual preference, nationality, etc.

II.    Agencies or organization that misrepresent pertinent facts regarding their services or organizational structure.

III. Agencies which have been in existence for less than 6 months

IV.  Organizations that are disability-related but that are adequately referred by other sources

A.   Home Health Agencies-refer to Home Health website

B.   Residential placement facilities for kids with psychiatric disorders (on DSS site)

V.     Organizations that are not disability-related though useful to the families we serve but that are adequately referred by other sources

A.   General hospitals

1.                 Exception:  UNC Hospitals

B.   General Child Care providers (refer to CCR & R)

C.   ICF group homes-refer to DFS

D.   Elected representatives (?)-refer to NC legislature website

E.   Private schools (refer to NC Division of Non-Public Education and Parent Soup web))

F.    Homeless shelters (refer to comprehensive I & R)
